Introduction

IEEE LATINCOM is the most important conference on communications in Latin America. Each year, over 100 attendees from all around the world submit papers and attend IEEE LATINCOM to take advantage of a program which consists of exciting keynote sessions, robust technical paper sessions, and innovative tutorials and panels. IEEE LATINCOM 2023 will be held in Panama City, Panama, from 15-17 November 2023 and is organized by the IEEE Communications Society (ComSoc).
